Small and Micro-Business Assistance Grant Program ROUND 2

The City of Rancho Santa Margarita has received an additional allocation of Community Development Block Grant funds through the Coronavirus Aid, Relief, and Economic Security Act (CARES Act). The City Council has allocated approximately $82,500 of these funds to a Small and Micro-Business Assistance Grant Program. A small number of grants – maximum grant amount of $7,500 each – will be awarded to eligible businesses which were adversely impacted by COVID-19. Funds must be used to prevent, prepare for, or respond to the COVID-19 Pandemic and must assist in creating or retaining jobs held by low- or moderate-income workers.

Low- and Moderate-Income Guidelines

2020 Income Limit to Receive Grant Annual Income 
     Owner of micro-business or FTE employee 
     must be within 80% of the Orange County 
     median income limits set by HUD  


Eligible businesses must be a micro-business (five or fewer FTE, including the owner), small business (10 or fewer FTE, including the owner), or home-based business that have experienced a decrease in business revenue of 15% or greater and who meet any of the following the criteria:

1)  51% or more of the business' FTE are low/mod income;

2)  The micro-business owner is low/mod income; or

3)  Any job created or retained must be for a low/mod income worker.

Funding can be used for: Qualifying factors:
-  Hire or retain jobs for low-or moderate-income workers                                                             -  Jobs are filled by workers from low-or moderate-income households
-  Pay back business rent or business utilities

-  Purchase personal protective equipment (PPE), or reimbursement for purchases since March 2020
-  51% or more of the businesses' full-time equivalent employees (FTE) are filled by workers from low- or moderate-income households

Required Materials

To apply, businesses must supply:
  • Application form 
  • Proof of a decrease in buisness revenue of 15% or more due to COVID-19
  • Income verification
  • Payroll information for positions created or retained
  • Acknowledgement, Agreement, and Certification
  • Proof of past-due /unpaid business rent and/or business utilities if grant will be used to pay for these costs
  • Quote for proposed purchase of PPE, or proof of purchase of PPE, if applicable
