City Manager's Message


The month of June is full of events and activities in Rancho Santa Margarita! We hope you’ll take the opportunity to recycle unwanted electronics at our free E-Waste and Document Shredding event on Saturday, June 1st. On Friday, June 14th we will once again gather for the annual Flag Day Ceremony, hosted by local scout troops and American Legion Post 862.
 
Rancho Family Fest returns to Central Park on June 8th and 9th hosted by the RSM Chamber of Commerce.  Please visit the City's booth and say hello to our volunteers who will have information available about the many activities and events offered throughout the summer, including our 6-week free concert series which kicks off on Sunday, July 7th

I am also pleased to announce that applications for our new Student Volunteer/Work Experience Volunteer Program are now being accepted. The program introduces college students and recent graduates to various careers in city government and the role they play in our community.

Free E-Waste and Document Shredding Event

The City of Rancho Santa Margarita is offering a free electronic waste disposal service and document shredding event on Saturday, June 1, 2019, from 8:00 a.m. to 12:00 p.m. in the City Hall parking lot. Safely and responsibly dispose of obsolete electronic waste and prevent identity theft during this semi-annual event sponsored by the City of Rancho Santa Margarita and CR&R Environmental Services. 

Take advantage of this opportunity to clean out your garage and get rid of those unneeded large items taking up valuable space! While not accepted at the e-waste event, every residential customer is entitled to [4] bulky item pick-ups free-of-charge per calendar year. Items that cannot fit in your automated carts are considered bulky items - and they must be manageable by a two-person crew. Examples of  bulky items include couches, tables, desks and dressers. A bulky item service may include a combination of large items or bags of material. Additional picks-ups may be arranged for a nominal charge. Call CR&R at (877) 728-0446 to schedule a pickup date. NEW RESIDENTS: If you are a new resident you may use your bulky item service to collect all of your paper, cardboard, and packing material.

E-Waste and Document Shredding Event

No Parking During Street Sweeping 


Parking citations with a $50 fine may be issued beginning Monday, June 17, 2019.


To keep the City streets clean and increase the effectiveness of street sweeping operations, the City of Rancho Santa Margarita is implementing NO PARKING DURING STREET SWEEPING restrictions in fourteen (14) target areas throughout the City.


No parking during street sweeping restrictions applies ONLY on streets with fixed signage indicating the days and times parking is restricted. Parking Restrictions went into effect in  April, with a 60-day grace period during which warnings were issued.

College Student Work Experience/Volunteer Program


Volunteer during your summer break and join City of Rancho Santa Margarita staff for this six-week program. This non-paid volunteer program introduces college students and recent grads to City functions. Participants will pair up with a different City Department each week and receive an overview of that City function and will be assigned duties throughout the program to familiarize them with various professions in a welcoming work environment.  At the end of the program, volunteers should have a better understanding of the diverse and exciting careers that exist in city government. 

We are currently accepting applications for the 2019 Student Volunteer Program. Space is limited, so apply today!

ZeroTrash Volunteers at the Bell Tower

ZeroTrash Rancho Santa Margarita is a volunteer group that meets on the "Zero T First Saturday" of each month to rally together to rid the community of litter. All are welcome; parents, children, students, friends, neighbors  – anyone interested in keeping RSM clean! 


Volunteers meet in front of Cinepolis/Panera at 10:00 a.m. and fan out from there. ZeroTrash provides the pickers and bags; volunteers are asked to closely supervise young children at all times, stay on trails and to keep a look out for snakes!  Return pickers and trash at noon behind the Bell Tower Community Center and obtain sign-offs for certification of community service hours or badge requirements.

The Healthcare & Emergency Animal Rescue Team (HEART) provides vaccinations, de-worming, microchipping, flea and tick control and, if time allows, nail trims for dogs and cats at the Bell Tower Regional Community Center on the first Wednesday of each month. Please visit their website or click here to view a detailed flyer for more information. Cash or credit card ($3 additional processing fee per pet) only; checks are not accepted. Those who have a cat or have pre-paid for vaccines do not need to wait in line and may proceed directly to the cashier table. All others will be taken on a first-come, first-served basis (with the exception of those who are physically unable to stand in line).

Important Rabies Information
Please bring a prior Rabies Certificate and other vaccination records with you. A 3-year Rabies Certificate can only be issued if you provide a prior Rabies Certificate. Otherwise, you will receive a 1-year Rabies Certificate.

"HEART" (aka "SCVVC") is a Non-Profit 501(c)(3) organization dedicated to saving lives and improving pet and wild animal health, safety, and welfare.
 
Prices are subject to change; clinic will cancel in the event of rain.

The City's annual Flag Day event is a community tradition and features patriotic music and inspirational remarks. This year's event is on Friday, June 14th at dusk on the lawn behind City Hall. We encourage you to bring lawn chairs and any worn or damaged US Flags in need of disposal. This is an opportunity to honor the American Flag in partnership with American Legion Post 862 and many local Boy and Girl Scout units.

The ceremony is held to destroy properly – by burning – worn, damaged or otherwise unserviceable American Flags in a dignified manner in accordance with The United States Flag Code which reads: "As a revered symbol of freedom and justice, the flag of the United States of America needs to be treated with the utmost respect. This respect extends to the flag's eventual retirement and destruction." Flags can be disposed of throughout the year in the flag box receptacle located in the lobby of the Bell Tower Regional Community Center to be included in the retirement ceremony.

Planning Commission meetings take place on the first Wednesday of each month at 6:30 p.m. and the City Council meets on the second and fourth Wednesday at 7:00 p.m. Meeting agendas are posted 72 hours in advance, and cancellations occur occasionally due to holidays. There are several options to comment and participate in City Council and Planning Commission meetings:

  • Written material may be submitted in hard copy to the City Clerk, who will copy it and provide the statement to the Council or Commissioners.
  • Comments may be submitted via the City's website The eComment will be emailed directly to the City Clerk. eComments are accepted up until 4:30 p.m. on the day of the meeting.
  • Comments may be submitted by e-mail message to the City Clerk who will provide them to the City Council or Commissioners.
  • Comments may be delivered orally at a meeting. There is a three-minute time limit per speaker. 
  • A statement can be submitted by proxy on a resident’s behalf at a meeting by reading it aloud. The three-minute time limit applies.
