9/11 Patriot Day Commemoration
The City of Rancho Santa Margarita welcomes the Second Battalion, Fifth Marines to city hall on Saturday, September 11, from 11 a.m. to 2 p.m. The Marines will be invading city hall parking lot with vehicles and assorted weapon systems organic to an Infantry Battalion for the public to view.

Local Boy and Girl Scout troops will present a flag ceremony at noon as we remember the victims of the tragedy on September 11, 2001, and honor the men and women who serve our country to protect our freedoms.

Council Member Thor Will Not Be Seeking Re-Election
At the July 28, 2010 City Council meeting, longtime Council Member Jim Thor announced that he would not be seeking re-election.  Council Member Thor explained that he was looking forward to spending more time with his family.  As a founding City Council Member, and one of the first residents of Rancho Santa Margarita, Jim Thor is known throughout the City and community for his dedication and hard work on behalf of the City.   

Because of Council Member Thor's decision to not seek re-election, the filing deadline for nomination papers has been extended to August 11, 2010.


Smoke Alarm Program and Development Meeting

New Hours for Planning Counter
Beginning August 1, 2010, front counter hours for the Planning Division are being modified. Planners will be available to assist you from 8 a.m. to 12 p.m. without an appointment. Afternoon hours are by appointment only and can be made by calling 949.635.1800, extension 6701.
The Building/Safety front counter hours will remain unchanged from 8:00 to 12:00 pm and from 1:00 pm to 4:00 pm.


High Temperatures Bring Risk of Heat-Related Illnesses
Several inland Orange County communities are expected to record high temperatures of over 90 degrees this week, increasing the risk of heat-related illnesses for people who are more sensitive to the heat. 

Remember the following precautions to prevent heat-related illnesses:

· Drink plenty of water; don't wait until you are thirsty.
· Wear light, loose-fitting clothing.
· Avoid unnecessary sun exposure; wear a hat, preferably with a wide brim, when in the sun and use sunscreen.
· Avoid unnecessary exertion if you are outside or in non-air conditioned buildings. If you are working outdoors, take frequent rest and refreshment breaks in a shaded area.
· Never leave children, elderly people or pets unattended in closed cars or other vehicles.
· Check on those who are at high risk to make sure they are staying cool - including seniors who live alone, people with heart or lung disease, and young children.
· Stay cool indoors - if your home is not air conditioned, visit public facilities such as shopping malls and libraries to stay cool.

Arizona's Senate Bill 1070
At the July 14, 2010, City Council meeting, the City Council will consider the adoption of a resolution in support of the State of Arizona’s Senate Bill 1070/House Bill 2162 entitled, “Support Our Law Enforcement and Safe Neighborhoods Act” relating to illegal immigration at Arizona’s borders.  The Council is requesting feedback from Rancho Santa Margarita residents in regards to Arizona's Senate Bill 1070. Melinda Street Improvements May Cause Traffic Delays
At the end of June, construction will begin on the pavement resurfacing for Melinda Road from Altisma to Ametrine Way. Improvements include asphalt pavement resurfacing, repair and replacement of sidewalks, curbs, gutters, and curb ramps. The City is using a combination of funding for this project including; Measure M revenues, Gas Tax revenues, Proposition 1B, Proposition 42 revenues and funds from a rubberized asphalt concrete grant through the State.  Minor traffic delays between the hours of 9:00 a.m. and 3:30 p.m. are expected during the months of June, July and August.  During those times, motorists are advised to use alternate routes.

Notice to residents living near RSM Intermediate School
Don't be alarmed if you hear intermittent gun noise on the morning of Tuesday, May 11th as RSM Intermediate will be holding an 8th grade History Day event with a Civil War reenactment.  The event will include sporadic musket and cannon fire (using blank ammo under controlled conditions) on the school campus from 8:30am - Noon.  The event is strictly limited to students and school personnel only.  If you have any further questions regarding this event, please call the school at (949) 459-8253.

Tree City USA Community
Rancho Santa Margarita was recognized by the nonprofit Arbor Day Foundation as a Tree City USA community for its commitment to urban forestry for the second year.

RSM met the four standards to become a Tree City USA by having a tree board, a tree care ordinance, a comprehensive community forestry program, and an Arbor Day observance and proclamation.

The Tree City USA program is sponsored by the Arbor Day Foundation in cooperation with the National Association of State Foresters and the USDA Forest Service.

At approximately 11:30 p.m. on Friday night, Santa Margarita Water District completed repair work on the cracked section of its wastewater pipe, near Tijeras Creek and Antonio Parkway.

Santa Margarita Water District Issues Press Release
Santa Margarita Water District has located the cracked section of its 24-inch iron wastewater pipe, near Tijeras Creek along Antonio Parkway in the City of Rancho Santa Margarita.  Work to safely repair the break will begin immediately, and the District anticipates the repaired line will be operational early morning Friday, March 26, if existing conditions do not change.

Sewer Main Break
The Santa Margarita Water District has a sewer main break near Tijeras Creek at Antonio Parkway.  The District is currently working on fixing the break.  Reduction of waste water flow is highly encouraged and will assist repair efforts.  Residents are strongly encouraged to minimize the use of washing machines, showers, toilets, dishwashers and other wastewater producing devices until further notice.

Fortunately, this incident has absolutely no impact on the City’s drinking water.  This incident impacts customers of Santa Margarita Water District only.  If you are a customer of the Trabuco Canyon Water District, you
should not be impacted.

Santa Margarita Water District Sewer Break Update – 12:45 p.m.
SAMLARC has closed Canada Vista Park to assist Santa Margarita Water District in their sewer break repair efforts.  The closure of Canada Vista Park includes the closure of the Dog and Skate Parks as well. Additionally, the Tijeras Creek Trail has been closed where it crosses Antonio Parkway.

The Santa Margarita Water District continues to work at repairing the sewer break.  It is unknown at this time on how long the repair efforts will take.  Please go to

The bar code correctly identifies your geographic location.  Last year, census workers physically located each housing unit and assigned a "geocode" using special census maps and GPS coordinates. Worst of Storm Approaching Orange County
The Orange County Operational Area Emergency Operations Center has issued a press release informing the public that the National Weather Service is predicting substantial rain will fall in Orange County this afternoon, with the heaviest precipitation expected between 1 p.m. and 3 p.m. Road flooding and mudslides are possible. 

Flash Flood warnings have been issued for many south county cities including Rancho Santa Margarita.  Please continue to monitor local television and radio stations for the most current weather information.

Sand and empty sandbags are available at Orange County Fire Authority Station 45 located at 30131 Aventura for RSM residents. 

Sand and bags are available for canyon area residents at Station 18 located at 30942 Trabuco Canyon Road.

Residents will be required to fill their own sand bags. Bring gloves and a shovel.

New Sensors Speed Emergency Vehicle Response Time
You may have seen construction crews recently installing equipment on top of some of the City’s traffic signals and wondered what was happening. Infrared sensors have been installed for the City’s Emergency Vehicle Pre-emption project. The City and the Orange County Fire Authority (OCFA) worked together to select 26 traffic signals on Santa Margarita Parkway and Antonio Parkway on which to incorporate the emergency pre-emption technology. This technology allows emergency vehicles to interrupt the regular traffic signal cycle and proceed quickly and safely through intersections while minimizing traffic disruption and quickening response times.

It’s easy to do.
When: December 28, 2009 through January 8, 2010
Where: Place your Christmas tree at your curb on your regularly scheduled trash collection day.
How: Remove all decorations, ornaments and tree stands. If the tree is larger than 6 feet, it should be cut in half.
Why: Your participation enables the tree to be enjoyed as compost, mulch or other product.

RSM Library to Close for Renovation
The Rancho Santa Margarita Library will be closed for routine refurbishment from January 11, 2010 to February 22, 2010. Residents are encouraged to use nearby libraries including the El Toro Library or the Ladera Ranch Library during that time. South Coast Air Quality Management Districts Releases Report on Upper Oso Reservoir
The South Coast Air Quality Mangement District (AQMD) released its "Information Advisory & Status Update" for the odors at the Santa Margarita Water District's Upper Oso Reservoir. Over the last few weeks, the AQMD, the Santa Margarita Water District (SMWD), and the County of Orange Health Care Agency have worked together to ensure the public's safety. AQMD's summary of the events and their findings can be found in the report.

Public Hearing - Oso Reservoir Odor Mitigation Effort
Update:  November 13, 2009

The City is working very closely with representatives of the Santa Margarita Water District (SMWD) to ensure our residents remain fully informed of the mitigation efforts associated with the odor at the Oso Reservoir. 

A public hearing has been scheduled for Wednesday, November 18, 2009, 7:00 p.m., and will be held at the Santa Margarita Water District, 26111 Antonio Parkway, Suite A, Las Flores, CA  92688.  At this time, the Board of Directors will be updated by the team of experts currently assigned to mitigate this issue.  The public is welcome to attend.

Ortega Fire Incident
A fire started around midnight last night off the Ortega Highway, 2.1 miles west of the Orange/Riverside border in the Cleveland National Forest. The fire is reported as 100% contained. Updated information is available by visiting www.ocfa.org or by calling the United States Forest Service at 951-736-1811. Ortega Highway 74 remains closed in both directions. Early voting in Rancho Santa Margarita ended on October 28, 2008.

Your options to early voting are:

  1. Bring in your vote by mail ballot to City Hall and it will be accepted through November 4, 2008, 8:00 p.m.
  2. Go to the Registrar of Voters located at 1300 South Grand Avenue, Bldg. C, Santa Ana, CA 92705. The hours of operation are 8:00 a.m. - 5:00 p.m.

On November 4, 2008, polling location throughout Rancho Santa Margarita will be opened from 7:00 a.m. until 8:00 p.m. Your polling place is listed on your sample ballot. You may also access your polling location by logging onto www.ocvote.com.

Smokey Smell in Rancho Santa Margarita

A brush fire on the west end of Camp Pendleton has caused smoke to drift across South Orange County causing a smokey smell in Rancho Santa Margarita.  According to the OC Register the thousand acre fire is being fought by aircraft, helicopter and over 20 trucks and they are making good progress in fighting the fire which is 70% contained.  
At this time there appears to be no danger to Orange County by this fire.  The city is monitoring the situation and should there be any change, we will post an update on our website.

Orange County Transporation Authority's South County Major Investment Study

The Orange County Transportation Authority (OCTA) is conducting the South Orange County Major Investment Study (SOCMIS), to develop long-range improvements for South County's transportation challenges.

Recently, through a combination of technical study and public feedback, a draft Locally Preferred Strategy (LPS) has been developed. The draft LPS includes a mixture of investment in freeways, toll roads, streets, and transit.

Caltrans will begin installing the permanent striping starting on September 6th.

 There should be no impact to traffic.

The City of Rancho Santa Margarita is hosting an eight week Community Emergency Preparedness Academy  (CEPA) that will provide residents with critical information and skills to sustain themselves and their families for up to 72 hours without the support of emergency responders.  The academy, free to the community, focuses on earthquake preparedness, fire safety and fire extinguisher use, basic first aid, CPR and defibrillators, and water treatment techniques.  Class size is limited to 30 participants and reservations are required.  Sign-up now!

Voice Your Opinion Regarding the Completion of the Foothill-South 241 Toll Road

In February, the Coastal Commission voted against completion of the 241 Toll Road. Residential Curbside Cleanup Event

The week of April 21-25, the City of Rancho Santa Margarita, in conjunction with CR&R Waste & Recycling Services, will conduct a City-wide curbside clean-up day for City residents subscribing to curbside  collection service.  Residents must place all waste and bulky items at the curb in front of their residence by 7:00 a.m. on their service day.  All items must  be manageable by a two-person crew and cannot be more than 6 feet long or weigh more than 75 pounds.

El Corazon Sidewalk Improvement Project Update!

The Contractor shall finish sawcutting the west and south side of the street the week of April 7th.  The Contractor is scheduled to pour the sidewalk from El Portal to Calle de Felicidad on April 15th.  All three wells that have been repaired should have new planting soil the week of April 14th.

The City of Rancho Santa Margarita and the Orange County Fire Authority would like residents to be aware of the dangers associated with fireworks.  Each year dozens of people suffer eye injuries, painful and disfiguring burns, and property damage caused by fireworks.  These incidents are related to the use of both illegal and state-spproved fireworks by amateurs.  OCFA encourages residents throughout Orange County to celebrate the July 4 holiday by attending one of the many spectacular public fireworks displays staged by professionals throughout the county, most of which are free of charge.

The event will give you the opportunity to dispose of your unwanted electronics. CR&R now accepts plastic bags in the recycling containers.  Just place all your grocery store plastic bags, your dry cleaning plastic bags or any other plastic bags into any other plastic bag.  When the plastic bag is full of other plastic bags, tie it up and place it in your recycling container and then place it at the curb for pick up by CR&R.  CR&R will then recycle the plastic bags into new plastic bags.
