City Manager's Message
The City of Rancho Santa Margarita as an organization strives to provide a high level of internal and external customer service every day. My dedicated staff and I are excited about the many projects and programs that are now underway or will be starting soon. From the renovations at City Hall and the Bell Tower Regional Community Center to the update of the City’s General Plan, improvements at our soon to be updated “Antonio Barkway” dog park, and our partnership with Mission Viejo Animal Services, we are busier than ever as we head into summer.
I hope you’ll join us for our Summer Concert Series, held on Sunday evenings starting July 10th in Central Park. Concerts are always free and are a great way to end a summer weekend in Rancho Santa Margarita, which once again, ranked especially high on the SafeWise List of Safest Cities in California. Overall, we came in second in the state to a small City with a population of under 15,000; so we can safely say that we’re the safest in California for any city with a population greater than 15,000!

ZeroTrash RSM Saturday, July 2nd is the next ZeroTrash "First Saturday" event; volunteers meet in the courtyard in front of Cinepolis at 10:00 a.m. to help beautify our city! ZeroTrash RSM is an all volunteer community organization dedicated to ridding city streets and wilderness areas of trash, reducing waste, supporting local businesses, and taking personal responsibility for our community and the environment! Free Summer Concert Series Returns to RSM Rancho Santa Margarita is gearing up for summer and the annual Summer Concert Series, held in Central Park each year. Hosted by the City of Rancho Santa Margarita, the series kick-off is Sunday, July 10th and will run for six consecutive weeks. Jumping Jack Flash, a Rolling Stones Tribute Band leads the summertime lineup and will take the stage at 6:00 p.m.
The 2016 Summer Concert lineup will include something for everybody; Classic Rock, Soul & Motown, Country Western, the 80's, Rock and Roll, and a Jimmy Buffett tribute band. The Summer Concert series has grown in its popularity and attendees are encouraged to arrive early.
Date: Sundays (7/10, 7/17, 7/24, 7/31, 8/7 and 8/14)

Community Reminder: Fireworks Prohibited in
Rancho Santa Margarita
The City of Rancho Santa Margarita and the Orange County Sheriff’s Department would like to remind residents and visitors alike that fireworks are not allowed in the City of Rancho Santa Margarita.
The City of Rancho Santa Margarita appreciates our community partnership with SAMLARC and is looking forward to celebrating the 4th of July at their annual fireworks display at the lake. With the hot days of summer upon us, Rancho Santa Margarita Police Services would like to take this opportunity to remind the public of the ban on all types of fireworks in the City, including “safe and sane” fireworks. There is a good reason for this ban, as fireworks are the primary cause of thousands of fires and injuries each 4th of July. The good news is that these fires and injuries are preventable if people comply with local laws prohibiting the use of fireworks.
Rancho Santa Margarita Police Services urges you to obey the law and leave fireworks to professionals to ensure a safe Independence Day holiday. Report non-emergency violations to (949) 770-6011.

Donations Sought for City’s adopted 2nd Battalion, 5th MarinesThe City of Rancho Santa Margarita is seeking donations of “gently used” ball gowns, and small purses for spouses and significant others of the City’s adopted 2 nd Battalion, 5 th Marines. All donations will be combined with the other battalions and open to all spouses of the 5 th Marine Regiment. Ladies of the 5 th Marine Regiment will have an opportunity to “shop” at no charge for the perfect dress to wear to the annual Marine Corps Birthday Ball. Donations will be collected at the Bell Tower Regional Community Center during regular business hours, Monday through Thursday 8:00 a.m. to 9:00 p.m. and Friday 8:00 a.m. to 6:00 p.m. until Friday, September 9 th, 2016. Come experience a fun way of preparing your child for kindergarten. SMWD Directors Approve 10 Percent Reduction in Water Use
On Friday, June 17, 2016, Santa Margarita Water District (SMWD) Directors approved a continuation of Stage 2 restrictions in the SMWD Water Conservation Program Ordinance calling for a 10 percent reduction in water use between now and February 2017.
“Santa Margarita Water District is committed to water conservation and efficient use,” said SMWD Board President, Charley Wilson. “The drought is not over, so we’re asking customers to continue their conservation efforts,” he said.
In April of 2015, the State declared emergency drought regulations and established mandatory conservation standards for water agencies through May 2016. Over the period, the District and its customers were able to meet and exceed the State’s conservation standard and reduce demand by approximately 24.3%.
In May of this year, the State Water Resources Control Board adopted a new statewide water conservation approach that provides a more comprehensive water demand and supply program administered at the local level. This new approach will be in effect through January 2017, while permanent regulations are considered.
Under the new approach, water agencies must ensure a three-year supply assuming three additional dry years similar to ones experienced from 2012 to 2015. The average demand of 2013 and 2014 will be compared to the supplies available at the end of a dry three-year period. If supplies at the end year three exceed demand, then an agency can certify that it has 100% supply and a 0% conservation standard. Where an agency expects a supply shortfall at the end of year three, their mandatory conservation would be the percentage their supplies are short demand.

Workplace Violence Prevention and Response Training

The City of Rancho Santa Margarita in partnership with the Rancho Santa Margarita Chamber of Commerce and the Orange County Sheriff’s Department is offering a free training opportunity for Rancho Santa Margarita businesses. The Active Shooter Response and Impact of Workplace Violence program is available to all businesses located in the City on a first-come, first-served basis. The program brings together advice for workers on what to do in active shooter situations, along with statistics, law enforcement tactics and common responses to trauma following incidents. Two sessions are being offered at the Bell Tower Regional Community Center (22232 El Paseo, Rancho Santa Margarita) on Monday, August 29, 2016. The morning session begins at 9:00 a.m. and the afternoon session begins at 1:30 Simply select a time and register your business here for this important training.
