  • The City of Rancho Santa Margarita contracts with the Orange County Sheriff’s Department for all of its law enforcement needs. The Sheriff’s Department is responsible for providing for the protection of citizens, the enforcement of laws and crime prevention. Law enforcement services include patrol, criminal investigations, traffic enforcement, traffic accident analysis and investigation, parking enforcement, and the use of specialized units when necessary.

The closest Orange County Sheriff’s facility that offers this service is the Lake Forest station located at 20202 Windrow, Lake Forest, 92630. Fingerprinting via LiveScan is by appointment only; please call Investigations at 949-206-6100. The cost is $10 for the first card and $1 for each additional card. You will need to bring a valid picture I.D. and the exact change.

If children are not tall enough for proper belt fit, they must ride in a booster or car seat.

Stray animals are cared for until they are reunited with their owners or until they can be placed in new permanent homes. Stray animals that are brought to the center are held a minimum of 4 full days awaiting redemption by their owner. The Mission Viejo Animal Services Center provides an animal adoption program that includes the screening and review of each individual adoption application to ensure responsible and long-term homes for all animals.

Projects such as new or relocated walls, new or replacement windows and doors, new electrical outlets, bathroom upgrades, central heating and air conditioning upgrades, patio covers, pools, and spas all require permits.   • Building Permits ensure that minimum standards of safety are met in all construction. By following code guidelines, the completed project will meet minimum standards of safety and will be less likely to cause injury to you, your family, your friends, or future owners. Further, your home or business is an investment. If your construction project does not comply with the applicable codes, the value of your investment could be reduced. Property insurers may not cover work done without permits and inspections. If you decide to sell a home or building that has had modifications without a permit, you may be required to obtain permits or remove the modifications prior to a sale closing.

  • The first step is applying for a permit. The application will include a City permit application form, plans showing the proposed improvements, and a written description of the scope of the work. The Building Division provides a job card that must remain on the project site for the duration of construction. The job card will be used to record all necessary inspections.   • In some cases, contractors or handymen advise against obtaining permits because they feel that the process would delay the project because plans must be plan checked and approved, and inspections must occur at specific points during a project. Other contractors or handymen are not licensed to do the work they are being hired to complete, and therefore could not obtain building permits for the work. The City of RSM works hard to ensure that projects are reviewed and inspected in a convenient and timely manner. The City has much shorter turnaround times than many other jurisdictions. Plan Check review times are 10 days or less and ensure that a project will be constructed in accordance with current Building Codes for the safety of the household. Inspections are performed Monday through Friday during normal business hours. Inspection requests received after 6:00 a.m. will be inspected on the following business day.

  • The City makes every attempt to keep code enforcement complaints confidential. However, the City would be required to disclose certain information on a code enforcement complaint if requested through a Public Records Act Request or through discovery during litigation. There are circumstances when there is a compelling reason to not disclose certain information.

  • Conversion of a garage into a sleeping room is not permitted. Garages are to be used for the temporary storage of vehicles. The C of O is a tool to serve all businesses in the City. The City Council recently approved a business development initiative to educate the public on the City's C of O requirements, which includes contacting all businesses which are believed to be operating without a current C of O. The goal of this program is to bring all businesses in the City into compliance. A reduced fee for obtaining a C of O will be available to all existing and new businesses within the City from January through June 2026.

  • Currently, the City Council has directed staff to obtain proposals from qualified firms to provide consulting services to manage the process of determining the highest and best use of the open space area.

  • In mid-2002, the City became aware that not all of the properties that should have been transferred from the County upon the City’s incorporation had actually been transferred. While there was agreement as to many of the property interests, the City and County differed in their views as to who should have ownership of 502 acres of Chiquita Ridge that had originally been dedicated to the County – prior to the City’s incorporation – for open space, recreation and transportation purposes.

    When the parties were not able to resolve their differences the City filed a lawsuit in 2005, claiming ownership to the entire 502 parcel. While the lawsuit was moving forward, the County, the Fish and Wildlife Service, the Santa Margarita Water District and Rancho Mission Viejo, LLC (“RMV”) entered into an Implementation Agreement regarding the Southern Subregion HCP Habitat Reserve. The effect of this was to designate specific natural habitat that would be protected in perpetuity and there would be certainty as to the Habitat Reserve.

  • Once a crime report has been filed, in most instances, the case will proceed as follows: The deputy who took the report will provide you with a Case Number for future reference. As much follow-up investigation will be done by the deputy before it is submitted to a Supervisor for approval. The Supervisor will then forward the report to the Investigation Division where it will be assigned to an investigator who specializes in investigating that particular type of crime. If there is workable suspect information, the investigator will continue to work the case to resolution. If there is no workable information in the report, the investigator will contact you to ascertain if there is any new information available. If there is no new information or evidence, the case will be made inactive until any new information becomes available. From the time the deputy writes the report to the time it is assigned to an investigator takes approximately 5-7 working days. You may obtain a copy of the report through Orange County Sheriff's Support Services Records Division at 714-834-6454 approximately 10-14 working days after the report is made.

Requests for reports may be done by email by downloading the Request Authorization for Release of Case Information form on the Support Services forms page of the Orange County Sheriff's Office website. Complete the form and email it to ReportRequest@ocsd.org as an attachment. The Request Authorization form may also be submitted by fax to OCSD Records at 714-834-5466, in person, Monday through Friday, 8 a.m. to 5 p.m., or mailed to at: 320 N Flower Street P.O. Box 449 Santa Ana, CA 92702 The cost of a report is 15 cents ($0.15) per page with the exception of a Domestic Violence report which is released at no cost to the victim. If your request is approved, you will be contacted to arrange pick-up and payment of the report. If your request is denied, you will receive a written denial in accordance with Government Code section 6255(b).

If there is a "hold" on the vehicle and it was towed from any city other than Rancho Santa Margarita, contact the Administrative Sergeant for the city in which the tow originated.

  • Anyone may park their vehicle on a public street as long as it is legally parked and properly registered. Any vehicle that is parked on the street for more than 72 hours can be cited and ultimately towed away at the owner’s expense. If a vehicle is parked longer than 72 hours, please contact Orange County Sheriff’s Dispatch at 949-770-6011 to report the location and description of the vehicle in violation.

Please contact Orange County Sheriff’s Dispatch at 949-770-6011 to report the location and description of the vehicle. Parking control staff will come out and check to make sure the vehicle is not stolen, confirm it is properly registered, and mark the vehicle's tire. The vehicle can be cited 72 hours after it is marked and ultimately towed away at the owner's expense. For abandoned vehicle abatement purposes, the vehicle will be monitored for 10 days prior to being towed.

  • If speeding vehicles on your street are a long-time recurring issue, contact Rancho Santa Margarita Police Services and speak with the Administrative Sergeant at 949-635-1817 to discuss options such as the deployment of our radar trailer equipped with speed display. If you observe a speeding vehicle, immediately call Orange County Sheriff’s Dispatch at 949-770-6011 to give a description of the vehicle and, if possible, its license plate number. The sooner you call the better chance we have of locating the speeding vehicle.
